actually.. if you go to the khalifa tower.. the elevator there goes from ground floor to floor 124 in 36 seconds, sometimes skipping 3 floors at a time.. it beats the one at BAA

In America they slow them down to not frighten people, plus the codes, and insurance require it. Most elevators can go 200 to 300% faster than their set for. They load them with lead bars to add weight, thendial up the speed to test them for the inspections/certifications. Then dial them back down for the passengers. All controlled from the "Elevator Manager" a rack of controls. That is usually locked for security.
