Sadly, this IS the new voice cast. Mostly because Arthur is typically voiced by children, so when they grow up, there needs to be a replacement. I believe characters like Buster and Francine are voiced by adults, and have had the same voice actors/actresses since the show began. Correct me if I'm wrong xD
