Yeh i remember that, we used to have an arcade machine in our local video store that was chipped. made the game faster and a whole lost interesting specially fro challenges and when your about to die as you can quickly change characters by pressing the start buttton. (ha... good times)

I would assume that this is one of the many Champion Edition bootlegs. I'd take a stab at it and say it was the Red Wave Version.
