Well, when you have a campus with a lot of buildings, and with so many different panels, each of which resets differently, I can imagine that it's hard to keep track of which one does what which way.
They get the keys from a knox box. its a mini vault that holds the alarm panel keys plus building keys. That way when the fire dept shows up, they use thier key to open the knox box and get the keys to the building.
The knox boxes we have here in town are electronic, so when the fire department gets called out to, say, a school, if no one's there and its like night out, they can just call dispatch on the radio and dispatch can send a coded radio signal that unlocks the box.

They make you have to line up in a single file line outside and tell you not to talk while the teachers are taking attendance of who's present and who is missing at the fire drill. Once the teachers are done taking attendance of their students, then you can talk for the time until they reset the panel and the "all-clear" bell rings and everyone is allowed back inside.
You mean when they're going behind it before actually resetting it? There's actually a box on the wall behind the panel, and they have to open the box to get the panel keys.
