That was pretty much correctly a plasma streamer, it is very common to seem at the base of the poles where lightnings are drained to earth. The lightning could hit the power lines kilometers away from the base where you can actually see a streamer. So your TV facts are credible. Streamers are created pretty much by the strong electric fields usually caused by lightnings or HV shorts.
Another thing, if the TV stuff is real, you better call your electrician to fix that ground system conection at your house because it certainly did not do its work!!!

That was not where you thought it was. It was either a surge from the power wire caused by a bolt further away, or most likely a ghost effect (I think that is reflection on the lens.) If it really was that close, there would have been an ear-splitting crash at the same time as the bolt.
