The thing about it is it's a caricature of Minnesotans. No our accent isn't that bad, but there are people who have VERY strong Minnesota accents. It was most likely Joel and Ethan Coen trying to back to their Minnesota roots. One final thing to remember is it's pure entertainment. I'm a born and raised Minnesotan and Fargo is one of my favorite movies because it's darkly funny, thrilling, and it takes place in Minnesota!

I'm not from the midwest - but I've visited Minnesota and North Dakota many many times and yes they do have accents...
One more thing- if you really think that people from New York sound like characters from Jersey Shore and the Sopranos , then I have a bridge in Brooklyn that I want to sell you
aw, jeez... I'm from Michigan. We don't all sound like yoopers, but I know when I get to drinking, my accent gets much stronger.
