You know u can get a job by the police in sims 3 So i asked a job there and got it then and i was working there long and then i had the police car but ive never been able to arrest somebody in the game and i was a cop do you maybe know how to arrest a criminal when ure a cop?

If you can't handle your sims' needs, you can use the cheat "testingcheatsenabled true". Then, 'grab' the needs and make them turn green again...

It's really useful but, on the other hand, the game will get too easy and predictable and you may get bored some time...

You could press Ctrl+Shift+C Then Type in testingcheatsenabled true, Then go to ur mailbox and press set Career, there should be an option for Criminial career. Or you can go to the criminal building/lot thingy. And join criminal career from there
