all the reactorsdrained in water ar PWR or BWR reactors they use water instead of graphite as a modeerator

@diablecita what rubbish. they're stainless steel capsules with nuclear material (fuel, medical isotopes etc) that are cooling after being removed from the reactor core. Every reactor has cooling pools. No one has "waste tanks deep in the ocean...
