All groups have access to American TV, including the cells in the states. It's not definitive, but the uncanny coincidence leads one to believe this "could" have been the source of the idea. Cells from within the states could certainly have relayed the idea up the line. I wouldn't go beating on Chris Carter's door, even if it was true, he's certainly not responsible for actions taken by terrorists.

PLEASE take into consideration that this WAS a pilot episode for the show "The Lone Gunmen" which was a spinoff from the x-files. The script was taken from one of the many US gov. war games exercises that have been researched into since the Cold War.
