The mistaken hit theory sounds plausible. However, there is one problem with it: The explorer was clearly following the other white car BEFORE Matt pulled in the parking lot. The other white car had parked in the same space Matt did. Why did this killer not shoot the guy in the other white car? Obviously he realized the other guy was the wrong guy. Why would he shoot Matt if he wasn't sure? I think he realized the first car was not the right one and waited until Matt got there.
I would like to believe the mistaken identity theory, but that is so implausible, and contramands almost everything police science knows about contract killers. Whoever was doing it targeted him specifically. If the target was one of the other witnesses, he would have known he was shooting a man and not a woman.

Flores death was no accident. Someone wanted him dead.
This has all the earmarks of a fairly well planned and executed crime.
The fact that he was killed out of range of security cameras and in a parking lot where anyone could have seen the killer suggest a familiarity with Flores routine.
He was also killed as he was getting out of his car which suggests the killer had a brief window of time.
@MultiSmartass1 flores is the one who decided where to park, how would he know anything about the cameras that makes no sense? it was an unmarked spot, he could have chose any spot. Also, the killer would park in view of the cameras but not kill in front of them?? I think it was the wrong person, so sad.

Whoever killed Flores more than likely knew about the Mise en Scene of the camera and its range.
The Murder was extremely public-you can't get more public than a parking lot.
Whoever killed him needed to off Flores in the parking lot before he got inside.
That suggests premeditation and planning.
