It is really a dover because ThyssenKrupp impulse fixtures have thinner and a different style of text on the panel. The emergency light is more squared and the capacity notice is white background with black letters, that us a TK feature. Dover's was blue with white lettering. So the elevator is dover with TK emergency light panel. This was prbably installed before dover's purchase by TK, so it has mixed parts.
I've got one very similar to this at my college. I'm pretty sure it's lived its entire life as a TK but it looks and sounds just like a Dover. It was installed circa 2000.
I think they just rebadged the elevators using this design after TK bought Dover...they kept this design for a while.
Another reason you can tell it's a ThyssenKrupp elevator is because the buttons light up yellow, whereas Dover buttons use white incandescent bulbs, or any color of LED bulbs for replacement.
Dover still had parts at the time this was installed

That elevator was prob put in right at the end of dover. so it probably has mixed parts..

ThyssenKrupp makes those fixtures currently, and also, the dover plate on the indacator was probably replaced by TKE during a service call
