Firstly as the brother pointed out never in the history of Islam has any1 from the salaf or classical scholars made having a leader a condition for jihad. This is contrary to Islam & its history including what happened against the crusaders and the tartar invasion. There was no unified leader and some Muslims would even seek help with the Christians to oust a leader, yet Jihad still took place. Also these acts are not done as 'lone acts of terror' it is the leaders of thestate who give the order

This is true, but ONLY in the case of Offensive Jihad (ie when a Muslim Khalif orders the army to march forth in order to expand the Islamic State).

But in the case of Defensive Jihad (ie when the disbelievers attack a Muslim country and it becomes OBLIGATORY upon the Muslims to repel them), defending oneself NEVER requires the permission of a ruler.

If attacked, you defend.
