This is not an accident. This is an training run for Cape Disappointment. Looks like a 47 foot lifeboat, which is designed from the drawing board to self right itself. You can read all about them if you go do a search for Cape Disappointment CG station. That is why the training school is there also. Train in the worst so you can handle the rest.
This shouldn't be classified as an "accident" since the coast guard practices on these waves near Washington State. The boats are designed to right itself up and it's all part of the training program to teach recruits how to navigate through large swells and waves.
You need to fix the title of your video - it's not really an accident.
those cutters are made to where when they role they come back up very quickly, so not much damage maybe the radio antenas on top of the boat thats about it

There's no way that was done intentionally, especially that close to the jetty. I've gone through the Heavy Weather course at Cape Dissappointment and you never intentionally take a knock-down like that. It causes thousands of dollars of damage, can result in injuries to the crew, and it puts you in a sopt where you are no longer in control of the vessel. Still a good clip though.
I know these boats right themselves, I've personally been one one and there solid as a rock. But rolling a 750,000 dollar boat on purpose with people onboard isn't exactly what tax payer want to see. Pretty sure it was an accident.

The boat was make for that, the training is designed to put you through the paces there a plenty more videos on the net that show this same thing happening if you want to confirm that. That isn't done on purpose. Even in training, that would just be too dangerous, if not stupid. The boat just hit the swell the wrong way. I did seven years in the Coast Guard and know that scary things happen often enough without practicing them. These are great boats, you just don't want them on top of you.

anyway, i was there and witnessed a coast guard cutter get slammed just like that. it was trying to save surfers. the waves were HUGE!
