He's playing the famous character of great judge Bao Zheng (Bao Qingtian) who was known to have black face in Beijing Opera. In Beijing Opera, they paint faces to different colors to represent different traits. Usually a black face means bold and rough characters; here, it represent impartiality and justice. But because he has naturally dark skin, they don't need to paint the face. He sings very well :)

Martianpop is right, Uwechue Emmanuel is his name, but he's more known by his nickname in China "Hao Ge", which literally means "Good Singing", "Good voice", or "Good song".
