He is using a lathe. The workpiece is powered not the bit, so it is not milling. Either lathe boring or drilling. Looks like drilling to me since the bit floats and finds it way.
One can mill on a lathe, it requires a fixture to X,Y,Z, the workpiece, and mounting the bit in the headstock.
@HondoTrailside there is already a hole in the workpiece so it has already been bored. he is using an endmill to shape the square out using the edges of the endmill. the endmill isn't stationary, it moves. what else can i say. i do the same thing on a vertical shaper a.k.a. "slotter" would you call that boring or drilling a square?

A Little hard to see in the video. The brass rod is what is getting machined with the square hole. Interesting never seen this before. The steel disc that is held onto the brass with a set screw is a guide for the cutting tool to follow.
o ok.. it looked like it was concentrating on the piece with the hole in it.. i cant see the brass rod that well during the vid, he shoulda done a close up before drilling..
