1) Voltorb - 157 - 3 Shinies

2) Vulpix (8% encounter rate) - 114 - 7 Shinies

3) Larvitar - 106 - 5 Shinies

I also got a Murkrow chain up to 101, Flaaffy to 98 and a few others between 70 and 90.

I stopped chaining months ago, though. I prefer hunting them the hard way xD

i caught my 3rd shiny pokemon on soul silver today it was a magikarp i caught all of them with out cheating because i have a secret method (and no its not spending hours searching and running around) it simpley just playing normal as you would and comming across them (also it helps if you give the first pokemon in your party a nugget and putting all nuggets and star dusts in the front of you bag)
