Thanks for your input, @OnePlanetHuman. I fully acknowledge the risks of the temporary visa which you point out, which is why I suggest starting off by targetting specific youth. I doubt that young, educated professionals would consider it worthwhile to become illegal immigrants.
That said, I do agree that the easier visa is not the solution to all problems, and, especially, it is not an end in itself. In fact, it is aimed specifically at the issue you mention: making Armenia a better place.

@aqualilia, thanks for your comment. Actually, I believe that it is possible, especially since visa facilitation is prioritized in the Association Agreement negotiations between RA and the EU, and that seems to be going forward.
The whole reason why it's so difficult to get a visa for someone living in Armenia is because those granted "temporary" visas (as suggested by the talk) end up abusing them and staying in the host country. Host country doesn't deport them due to local laws. So that "circulation" will NEVER happen, as long as Armenia is not a country one wants to return back to! Solution: first make Armenia a normal place live.
