I do not know if this is a simple cloud formation or a sign or warning. But this "eyes from heaven has been appearing in different areas of the world everytime a storm or something bad would happen. If I am not mistaken a similar cloud formation or "eyes from heaven" was documented somewhere in Russia and also in Southern Philippines before the super storm Ketsana devastated Metro Manila.
