I live in Burlington Vermont and presently I'm stalked on a daily basis. If you're being followed and harrased by vehicle, go to the local harware store and purchase some gloves and some roofing nails with large round heads. The large round heads stick in tires and are more likely to pick up than the nails with the small heads. When you notice you are being followed, slip on one glove that you'll use to throw the nails. Pull over to the shoulder of the road while maintaining the same speed and toss the nails! Then relax and watch as the gangstalkers suddenly stop.

If you're being stalked by car, buy a glove and some roofing nails, the ones with the huge heads on them, so they stick easily in tires.
