In Hell, you can run constantly. Notice how your stamina bar never runs out, it just looks like its on fire all the time. There was a PDA entry on it calling it the "Hercules Complex". Possibly because in Hell "their worm dieth not:", your energies, your desires and other things torment you like ever-burning fire, and you always have energy and desperation so there can be suffering in its worst form. Quite a creative idea to ironically turn it to the player's tactical advantage.
