Color changing, fluctuating. Yep, those are being seen all over the place. Check out those summer time videos from Ohio, the one that stayed in their sky for 9 days or so. I bet it's the same thing.

@freakshow9807 It looks an awful lot like what we see here in Texas - they just hang in one spot for long periods of time, fluctuate the same rate and are distinctly changing from blue/green to white to red when viewed from the ground. Looks like the same thing even if the video quality is poor...but it seems a lot closer. We have trouble getting footage because they're just far enough away to look like stars on the recording.
