Figuring out who and where the intended recipient is located, is generally next to impossible, unless some implementation error is exploited. In addition, the encryption method, if done correctly is mathematically impossible to decrypt. That is why these techniques are still used today.

I live in Mexico, in in 1994 or so, I was playing with the radio, then I pick the FQ of one of this numbers station.

It creeped me out, it was a female voice saying numbers (in spanish). It continued along for several minutes...I keep following the numbers until I get bored.

My parents and brothers didn't know what it was, and I never knew and now at least I know a little more about this.

@Alfadore I live in Canada and do Shortwave Radio DX'ing. The Numbers Stations come in quite clear up here, always after midnight and I'm pretty certain they originate in Cuba and by the Cuban government. It consists of a female voice (in Spanish) reading sets of 5 numbers. It goes on for about 40 minutes, then there is a short pause. Then the female voice says something that sounds like, "Finis........Finis........Fin­is......." And then the signal goes off the air.

Often on the same frequencies you will hear M8 (Cuban) Morse Code Number Station transmitting. A short sample of M8 is here at about 0:52. Tends to start on the hour and go for 30 minutes or so.

In addition to the Cuban Voice (V2) and Morse (M8) once in awhile will run into SK01 (Digital) odd sounding digital signal used by Cubans to transfer files (PDF) over the Radio, typically SK01 lasts only a moment or two.

Try before midnight also.

The transmission is encrypted, but even if we could decrypt it, all we'd hear is a bunch of numbers. Even if we could decypher THAT, we'd need the code key to work out the code, and that key could be -anything-.

These stations (if found--it's not like they're all over the place) have broadcasters--typically women--who read out strings of numbers, and sometimes letters. These numbers are damn near indecipherable, since we've been trying to figure out what the station is for since the 50s.

Once, when I was a kid, I happened to be playing with on of my cheapy walkie talkies, when out of the blue, a static filled transmission of numbers a letters started coming out of the walkie, it probably wasn't a number station, but it definitely wasn't a trucker or a civilian related transmission, as it was highly technical. The only thing I can think that might cause this is that we do have a small private airport nearby, but this is unlikely as well.
