Two Shinies in one Day! Shiny Pelipper and Sealeo

How do you get a wild shiny? I mean I've only ran into one for all the time I've been playing pokemon. It was very random, it was Aron in pokemon Sapphire. So is there anyway to increase the likelyhood of finding one? Or do you just keep running/surfing around in grass/water?
