Is local government not just property owners "band together to have the work done at a cost savings"?
Think about it... a bunch of local property owners have a meeting to discuss snow removal, road/sidewalk maintenance, etc... what have you formed?... a local government in some form.
I think big businesses would own highways, since they have the incentive of getting their products to market. Also, building roads that were a pleasure on which to drive, would be positive public relations and advertising. Also, the advertising seen from the roads could pay for the roads. Billboards bring in $Millions.
I had a similar thought this spring while I was sweeping up the leftover sand the town laid down on the road in front of our house over the winter, we have a street sweeper that runs full time all spring & summer to remove the dirt, if each homeowner took care of sweeping the dirt we would not need the streetsweeper. My thoughts on business doing this is that to make a short term profit they would neglect the street until it became a safety hazard and then would ask for help to fix it. ;o)

Once upon a time here in rural New England we used to pay our taxes by plowing (in winter) and repairing (between planting and harvest) the roads.
