over time water WILL destroy the cement. I did one that the cement was so soaked it was like sand out a good 6 inchs from the flange all around, had to remove the old cement and fill it in with new.

Good luck drilling starter holes in old concrete with an electric drill. The older the concrete, the harder it gets. You need a hammer drill.
