definitely needs gate help. start walking in and out of a gate. just take him to a local show, dont run him at all. then when the tractor is running walk him in and out of a gate. then at the end of the show walk him up to the top of the pattern, get off and loosen the girth. show him that every time to go to a race its not about running.
He seems pretty young.
