1 He Identified suspect by asking a nearby stranger who he thought they might be by pointing at someone
2 he seen the pointed out assailant said, "HEY YOU!" While running full speed, slamming them through the air being launched into a concrete wall and knocked unconscious.
3. Drag Unconscious Body out and handcuff the unconscious innocent bystander so as not to endanger Career or Harmless guilty looking people walking by.

@obyndjd503 even if that was the suspect, its exactly that SUSPECT. The officer had nothing more than a statement given by a witness and had no reason to assume this guy was dangerous. It would have been better for the officer to draw his gun and make the guy lay face down than to do this. What it it was the right guy and he was armed? the officer could have gotten himself killed!

Here in the UK our police are armed only with batons and spray and are trained and expected to be professional.
