Why are they all black, if they disturbed a wasps nest they'd get the crap stung out of them. And black costumes would only be relevant at night, but they roam around in the day, which is kind of pointless, because they aren't going to find anybody, no one would be foolish enough to commit a crime in broad daylight, next to lots of citizens, when he's galloping about. In order to be useful, he should do it at night, or go undercover as a criminal, or have someone else do that, while he watches.

You can't assume that ALL criminals have guns. If they had a gun, they'd shoot the person they were robbing and get away before anyone could see, so he wouldn't be in much danger of getting shot if he had low chances of even encountering a criminal with a gun to begin with. You may think he's a joke and he may seem like it to most people, but since he's serious, who knows? He might accomplish something more than handing out food to the homeless or stopping purse snatchers.
