You mean that 60+% of students in high poverty areas should be abandoned to wallow in poverty as a permanent underclass.
That that is the other side's version of "change to believe in"
The same thong is done in India, with hundreds of millions of people living lives without any hope at all.
But at least the ruling class have a caste system to ostracize anyone who actually does make it out.
