Because whichever foot you put forward is probably the way you will want to go. So if you jab step with your right foot you should have the ball in your right hand and drive past the person. If you jab well (fake) then your defender will step up close to you, thus giving you the ability to drive past him/her. Remember, when you are using the triple threat (shoot, pass, or drive) you should not be dribbling. When you say "cut past" do you meant crossover?
