Only real, known democracy was in Athens(and even there slaves and women were not allowed to vote). Yes, anarchy is Utopia. All humans have free will, they can think, develop on their own and they do not need ruler. All problems would be solved if people wouldn't violate laws of the universe(logic). But humanity problems started because human being didn't used his powerful mind. Instead he started to worship gods, rulers; separated from nature and also from true himself.
