From what I have they don't shut down the site. The just force sites like Google to have to take those sites from their searches. Case in point child porn. Google will not show any sites relating to it. I don't think there should be this huge uproar about, does sopa need to have tighter stipulations. Yes, rework Sopa. Lore is right about it not stopping pirate sites not in the US, but not really for the reason he gave. The bill allows the blocking of the DNS only (so the youtube . com) but not the IP Address (74.125.227.42). You can use either of these to reach the site through the address bar in a browser. Only difference is with the DNS blocked it just means pirates have to remember the IP address for the offending site to gain access and they are back in business.
