You need to look up all the reviews to understand what's going on. Napoleon and his brother may be autistic, which accounts for his stiff movements, lack of facial expression, social awkwardness, clumsiness, and difficulty in communicating.

Well, I wouldn't necessarily read into it THAT deeply, but there are a lot of quirky people with strange mannerisms in that area of the country (and many others) and I think the guys who made and wrote Napoleon Dynamite were just trying to create funny characters.
