It's much harder to produce southern hip hop becuase it's all analog and not sample based. It's *MUCH* harder to produce southern rap trust me. The talent required is much more than traditional NY beats which anyone with old records and an MPC1100 can produce.

The reason why it's popping in the south right now is cultural.
Hip Hop and music in general is a reflection of CULTURE.
To make a long story short, there is basically NO BLACK PEOPLE LEFT in CA nad NY. This is what is happening.
Atlanta is 65% Black, Georgio has 9 million people and is 35% black with low latino population.
Latino's and Asians do *NOT* carry on the art of hip hop tradition so Atlanta is all that's left.
