this doesn't work for people risk buying new car becausse if a jobless people runs out of cash, there new car will be gone to repo and now he or she doesn't have a car at all and have to walk for the rest of their life!! so this is BS.

Cash for Clunkers is a horrible idea. It's like the "Broken Window Fallacy". There will be tremendous long-term consequences. The "clunkers" traded in are being destroyed, and that is a huge harm to the used car market.
Poor working people and students NEED those cars that are being scrapped.
