Actually, I was playing this game really thoroughly, noticing all characters and exhausting the stuff they say so i hear it all etc...

From that cutscene where they do the drive-by, I noticed straightaway they guys were wearing the same yellow sweaters with an 'R' badge that the gurads guarding Roth's house were when you first arrive in Miami. Also guards there speak to you like you like enemy guards, except they didn't whip out a gun and start shooting as soon as they finish the first line.
