Japanese TV is bizarre. In both Japan and Korea they get a lot of American TV shows. In Korea, they use subtitles, most of the time, and, in Japan, almost everything is dubbed. One of the strangest 30 minutes of my life was spent watching "Full House" dubbed in Japanese. The men all sounded like sumo wrestlers and the children sounded like anime characters. They even dubbed Comet's bark. It sounded like a man did the bark.
I did a course once on Translation and Interpretation, and usually richer countries dub and poorer ones subtitle. It is very interesting to see which countries are more likely to dub or sub. Personally I prefer subbing!

Lol, I lived in Norway for over 10 years, and they didn't dub anything but children's programs. Guess they are poor. :|
