The speed required to spin the turbine up even after ignition has to be 24v to 28v to get the engine spool and stabilize and overcome the drag of the acessories,that engine is producing almost 0 hp at idle so it must spin up at least 10% before lighting all the way to at least 35% to get a goog saft start.

I'm pretty sure this engine is thought for 28VDC as this is the standard voltage of aircraft direct current buses. Your friend should have known this but its too late anyway.
It is/was a WR27 APU. It was never manufactured with electric start in any voltage so that's been added after the navy scraped it.
You need a powerful motor to allow the APU to accelerate fast enough to stay below its max temp during the start, or you melt your hot section as shown.
So the motor may not have been as capable as it should have, or simply the the poor guy had a mechanical failure (delivery compressor intake door opened etc..)

looked like a nice engine.
i think the start up was too wet and allowed the turbine blades to overheat and expand until they touched the NGV/stator and then it gave up.
