well first off, it is obvious from the beginning that naruto loves sakura, but although its not said in words, i believe sakura loves naruto back. the reason why naruto turned her down is because he knew that sakura was just trying to influence him with the fact that he loves her and would do anything for her.

Sakura does love him, but the situation in which she expressed her feelings for him was a very difficult time in naruto's life (he just got a visit from madara uchiha to distract him right plus now his best friend sasuke's joined his mortal enemies gang)

as for sakura looking for sasuke, shes probably doing it to try and get his head on straight so naruto doesn't kill himself to find him instead. I am hoping she hits him this time lol
