The guy(Kim Jong-nam) in the video is just the oldest son and is not going to be the successor. However, I'm assuming the youngest son speaks English as well but that doesn't mean anything.

Fun fact - Kim Jong-nam got arrested in 2001 for forging fake documents because he wanted to go to disneyland, which is probably why he's not going to be the successor.
