Idiot and Moron used to be medical definition for those of a specific IQ level just like retarded. Then the general public took the use of those words to a broader term.
No one actually uses retarded to refer to the mentally handicapped. It's used in the same way idiot and moron is. I say we embrace retarded and those in special ed let go of it.
