Nope, "A Ríogain Uasail" means "Oh Noble Queen" and refers to Ireland. This was supposedly written by the same poet that composed Mo Ghile Mear (Seán Clárach Mac Domhnaill). The theme is similar - Bonny Prince Charlie coming to set things right in Ireland.
if my irish dictionary is correct, and if I am looking things up properly. the title " A Riogain Uasail" means A Royal Nobleman. Royal, as in the Royal house of Scotland....not Britain. So this song should still be about Bonny Prince Charlie..

After his defeat by the Loving English army, he fled back Ore the water to the safety of Catholic France. This song is a reponce to that defeat and loss of Catholic rule in Scotland .

Why the Roman Ruin ? The Romans never got to Ireland and didn't stay in Scotland for very long. Hadrian's Wall was the boundry for almost 300 years.
