I heard this didn't get released because they couldn't clear the license for the sample at the time, and were on a crunch to get the album out. (Snoops album was done in 2 days while Dre was on house arrest)

What a shame. I would love a HQ Version. As the commenter before me said, a version of this beat was done on Warren G's first album for a song called runnin' with no breaks. It is different though, but still a great song on its own.
