The 4870 competed directly with the 260 from the very start. No single GPU card on the market today can beat the GTX 200 series. ATi had to go the X2 route to beat the 280, and look what happened to that. 295.....

GPU clock is irelevant. You can't cross compare two different architectures. For instance, performance is approximately decided by a combination of the core operations/second (texture fills, setup rates, z-rates shader computations and so on) multiplied by the clock frequency, and by the memory bandwidth (which is a function of the bus interface and the memory speed, as for GDDR5 this will effectively be doubled).
As you may know (if you aren't an idiot) ATI and nVIDIAs architectures are totally different; ATI can do more shader ops per second and has more effective render back ends (which are called raster operarations pipeline for nV microArchs), while nV microArchs have superior fill rates on the texture side.

I would suggest a pair of EVGA 260 55nm in SLI, and the Intel E8400 on the EVGA 750i FTW mobo.
They have the step-up, and that setup right there will run Crysis pretty nicely with a bit of overclocking.

DX11 is more about programming the gpgpu, not so much an update to graphical changes. Like CUDA, but more general programmablility for the GPU.
