Yes, it makes sense. The IDF doesn't use civilians as human sheilds. The medical system in Israel is much better than in Gaza/Lebanon. Some of the causualties counted on the Palestinian side are suicide bombers and victims of the Hamas-Fatah war.

Avi. Israel always claims the other side -- whoever it might be at the time -- uses civilians as shields whenever the IDF kills lots of innocents. They always throw it out there. Outside Humanitarian and other objective organizations usually find little truth in that claim. In fact, the only video on youtube that shows civilians being used as shields is when the IDF used Palis as shields. Israel makes the claim, knowing that their supporters will believe it because they want to beleive it.
