@TheNickenik Go to Rockstar Games\Grand Theft Auto IV\common\data\handling.dat, open it with notepad, and change the mass of a car on the list to like 60,000-100,000. The just find or spawn the car in game and drive it. Make sure you always back up the file before hand though.

@alexking4561 I don't have any cheat engines or trainers, all I have are in-game cheats and edited text files for handling.dat, vehicles.ide, visualSettings.dat, and cargrp.dat. For example, all you have to do for the heavy car mod is change the mass of a car in handling.dat. I downloaded the speed one so I dont know what variable it changes.
