I think that it's really harsh to say that. Rocky had the difficulty of being the Red Ranger between Jason and Tommy. It was hard for him to grow as a character in the shadow of both of them. Especially because when Rocky was made Red Ranger he would not become the leader as Jason did. He had to play second fiddle to Tommy.You can see that when Jason rejoined the team in Zeo, and Rocky felt out of place even then.
