Definately change the steam trap (on the right side of the radiator. If it doesn't open, the radiator will not heat all the way. Let us know how you make out.
It's been going on for years since our management company upgraded our boiler. It used to be hot and quiet in our apartment when we first bought the place, but now it's cold and loud. Nice upgrade!

@rjbcap why not bleed the radiator or ask your tenant guy to fix it?
