Listen to Greenspan; He said no AGENCY can overrule the Fed (i.e. the IRS can't overrule the Fed, Treasury can't over rule the Fed, homeland security can't etc). BUT, a big but, the government (congress + President) can change the rules, Government created the Fed, gave it independence and a mandate (guidelines) because the Government thought that was better than day-to-day economically illiterate political process trying to run the Fed. But the gov can change its mind about that.

The government can thwart the fed without even changing the fundamental rules . To raise interest rates all they would need to do is tax principle. That would raise the cost of borrowing. The revenue could be used to lower other taxes. The treasury could also just issue $100 coins and no effect on the money supply would be seen. The treasury could defang the Fed without a single new article in the Constitution.
