You are right, and as I understand it, it is not true multi tasking...it is rather (freezing) of the application till the user choose it again...

This doesn't fix the problem with an application like Skype

I guess I have to jail break my iPhone as soon as it is available for 3.1.3

Jon! You got the multitasking thing all wrong. If you were listening to Steve Jobs, you would have noticed that multitasking is only available through APIs. Unless an app makes a specific call to an API for a multitasking feature, it is CLOSED when you hit the home button. It only stays in the multitasking bar as a means of quick launching recent applications. The only apps at this point that stay open permanently are Phone, Safari, Mail, and iPod.

That did not look like it was loading in the background.. Either your iphone is just that slow, or it just doesn't load in the background.

I need a better example before i believe it.

@BogeSterIzRippin if you have a mac with snow lep and you are waiting for the email then i would go ahead but if your a pc i wouldn't do it. all my pc friends paid the 10 bucks and they got the email the 4.0 didn't work and it locked up the phone.
